The Republican-led US House of Representatives has passed a package of broad new sanctions against Russia over its war in Ukraine, according to DW. The bill passed 262-159 on Wednesday, after clearing the Senate in an 86-11 vote last month.
The legislation is now awaiting President Donald Trump’s signature. Trump has said he will sign it, although DW described the measure as the toughest legislative effort against Russia during his second term and noted that he had previously delayed it.
The package targets Russia’s energy and defense sectors, as well as President Vladimir Putin and other senior officials. It also includes sanctions against Moscow’s so-called shadow fleet, referring to older tankers used to circumvent existing restrictions, DW reported.
A more contentious provision would allow Trump to impose secondary sanctions, including tariffs, on countries that rely on Russian oil and gas. China and India are expected to be the main potential targets of such measures, according to DW.
The bill would also extend sanctions on Iran. DW reported that it was drafted by the late Republican senator Lindsey Graham beginning in April 2025, but that Trump had delayed the measure because his foreign policy favored retaining control over tariffs and sanctions rather than transferring such decisions to Congress.
