Delhi police file report against minister as AAP legislator faces FIR

Delhi Police have filed a non-cognisable report against Public Works Department Minister Parvesh Verma over an allegation that he slapped a man during a road inspection in west Delhi. The report was registered under Section 115 of the Bharatiya Nyaya Sanhita for voluntarily causing hurt, based on a complaint by the man, identified as Sahib Singh. Police said the incident occurred on Sunday in Tilak Nagar while Verma was inspecting road repairs on the Outer Ring Road.

A video showing Verma slapping Singh circulated on social media. Singh had reportedly pulled out parts of the newly laid road surface to highlight what he claimed was poor construction quality. An NCR does not automatically begin a police investigation.

A magistrate’s order is required before police can conduct a probe, and officers cannot make an arrest without a warrant in such a matter. The incident took place in the presence of AAP MLA Jarnail Singh, who was questioning the quality of the road work. Singh later alleged that the construction was substandard.

Verma defended his conduct by saying he would not tolerate attempts by AAP workers to obstruct government officials. He alleged that the man involved was associated with the AAP and had a previous criminal case, while also accusing AAP workers of creating a confrontation during the inspection. Separately, the PWD filed a complaint against Jarnail Singh.

Police registered an FIR accusing him of obstructing government work and intimidating and threatening PWD officials. The complaint was filed by PWD engineers in connection with the inspection. Officials alleged that Singh and people accompanying him obstructed government personnel as they carried out their duties.

Police are examining the allegations and are expected to take further action based on the inquiry. The source material does not state whether a magistrate has authorised a probe into the NCR against Verma.
