Oyo lawmakers approve constitutional bill supporting state police

The Oyo State House of Assembly has passed a constitutional alteration bill seeking to establish a framework for State Police Services across Nigeria. The bill, titled the Constitution of the Federal Republic of Nigeria (Sixth Alteration) Bill, 2026, was approved on Tuesday after clause-by-clause consideration at plenary. The sitting was presided over by Speaker Adebo Ogundoyin.

The consideration followed a letter from National Assembly Clerk Kamoru Ogunlana transmitting the bill to the state legislature for consideration and approval, Punch Nigeria reported. The Senate passed the bill on June 24, 2026, while the House of Representatives approved it on July 23. The federal chambers urged state legislatures to consider the measure quickly to advance the constitutional alteration process under Section 9 of the 1999 Constitution.

Ogundoyin said the proposal would require the Oyo Assembly to develop comprehensive state legislation capable of turning the constitutional framework into an operating institution. Under the proposed arrangement, a Federal Police Service would operate alongside State Police Services. States would be able to establish their police services through legislation, with responsibilities including enforcement of state laws, public safety, crime prevention and protection of life and property.

The bill also provides for State Police Service Commissions responsible for appointments, promotions, transfers, discipline, oversight, complaints and accountability. Each service would be led by a State Commander appointed by the governor on the recommendation of the National Police Council, subject to confirmation by the state assembly.
