Gurugram orders bank-account freeze against 71 defaulting builders

Gurugram authorities have ordered banks to freeze the accounts of 71 builders and promoters over unpaid Haryana Real Estate Regulatory Authority penalties and homebuyer refunds. Recovery certificates worth ₹446 crore remain outstanding, and officials have begun proceedings to attach movable and immovable property if the dues are not recovered.
The Gurugram district administration has ordered the freezing of bank accounts belonging to 71 builders and promoters over unpaid penalties and refunds owed to homebuyers. The outstanding recovery certificates issued by the Haryana Real Estate Regulatory Authority total ₹446 crore, with some cases pending for more than four years, the administration said on Wednesday. Officials invoked Section 40(1) of the Real Estate (Regulation and Development) Act, 2016, which allows amounts ordered by the regulator to be recovered as arrears of land revenue.
Proceedings have also begun to attach the companies’ movable and immovable properties under the Punjab Land Revenue Act, as applicable in Haryana. Deputy Commissioner Uttam Singh said the money would be recovered from frozen accounts or attached properties. If those measures failed, further legal steps could be taken, including arrests, he said.
The listed major defaulters include Ansal Housing or Ansal Construction Housing, with dues of ₹91 crore; Raheja, ₹90 crore; Vatika, ₹80 crore; Parsvnath, ₹74 crore; Ramprastha, ₹57 crore; IREO, ₹24 crore; and ILD Millennium, ₹8.59 crore. Notices have been issued directing the builders to deposit the outstanding sums. Singh said progress would be reviewed weekly and that sub-divisional magistrates and tehsildars had been instructed to conduct recovery proceedings within set timeframes.
Homebuyers may approach the officials for updates on their cases, the administration said. Singh added that the action followed a comprehensive review of pending recovery certificates after recovery efforts in the district had stalled in the past.
