Kerala plans diaspora-backed investment desks in five global cities

Kerala’s government has decided in principle to establish “Kerala Desks” in Dubai, London, New York, Singapore and Tokyo to attract foreign investment and strengthen engagement with the global Malayali diaspora. The proposal is contained in a September 30 order from the State Industries department and forms part of the Congress-led United Democratic Front government’s 100-day action plan for 2026. The desks would be established through cooperative, no-cost arrangements with recognised organisations representing Keralite communities.
The proposed desks would build relationships with non-resident Keralite associations, Kerala-origin businesspeople and potential investors. They would generate pre-qualified investment leads and refer them to the Invest Keralam Cell under the Kerala State Industries Development Corporation. They would also provide information on sectoral opportunities and investment trends.
According to the order, this market intelligence would help the State develop more informed investment-promotion strategies. The Invest Keralam Cell would provide the institutional framework, branding, coordination protocol and technical linkage for the desks. Recognised diaspora organisations would host and administratively support them on an honorary and voluntary basis, meaning the proposal would not entail expenditure by the State.
The Managing Director of the KSIDC has been asked to identify suitable organisations in each city and finalise the desks’ scope, operating protocol and reporting structure. The Industries department described the proposal as an attempt to move diaspora engagement from a predominantly remittance-based approach towards an investment-oriented model. The order presents the desks as the State’s outward-facing investment facilitation arm abroad.
It does not, however, specify them as the alternative mechanism to the Loka Kerala Sabha, which Chief Minister V.D. Satheesan had said would be dissolved.
