Murugan urges creators to use AI while upholding constitutional values

Union Minister of State for Information and Broadcasting and Parliamentary Affairs L. Murugan has urged young content creators to use artificial intelligence as a means of strengthening their work, rather than treating it as a rival to human creativity. Speaking at the YouTube Impact Summit 2026 in New Delhi, Mr.

Murugan said the relationship between AI and creators should be one of empowerment. He called on creators to work with courage, responsibility and purpose. The summit, themed “Co-Creating Impact: India’s Digital Leadership and the Orange Economy”, focused on the role of digital content, technology and culture in India’s economy.

Mr. Murugan said rapid technological change should not displace constitutional values. He referred to justice, liberty, equality and fraternity as important principles in India’s digital transformation.

Citing Article 19 of the Constitution, he said the freedom to create must be accompanied by responsibility. He also invoked the Fundamental Duties under Article 51A, referring to responsible creation, sharing, verification and innovation. The Minister said India’s digital and creative economy was contributing to economic growth, employment and global cultural outreach.

According to the YouTube Impact Report unveiled at the summit, YouTube’s creative ecosystem contributed more than ₹18,000 crore to India’s gross domestic product in 2025 and supported more than 9.6 lakh full-time-equivalent jobs. He also said content produced in India received more than 15% of its watch time from audiences outside the country, while over 18,000 Indian YouTube channels had crossed one million subscribers. The event included the unveiling of “Create with AI” films, developed with the Indian Institute of Creative Technologies.

Initiatives including WAVES, Create in India Challenges, WAVES Bazaar and Creator’s Corner were highlighted as efforts to connect creative talent with markets.
