RJD MP Sudhakar Singh has asked Bihar Chief Minister Samrat Choudhary to order a time-bound investigation into flooding and embankment breaches across the State. He also called for reviews of construction spending, maintenance, safety certifications and possible action against officials, engineers or contractors.

Rashtriya Janata Dal MP Sudhakar Singh has sought an independent inquiry into flooding and embankment breaches reported across several districts of Bihar. Singh, who represents Buxar, made the demand in a four-page letter to Chief Minister Samrat Choudhary on Sunday. He said the flooding and breaches had caused severe damage to people, homes, agricultural land, livestock and livelihoods.

The MP said reports of repeated failures of embankments raised questions about construction quality, maintenance, monitoring and departmental accountability. He also referred to reports of homes being washed away. Singh called for each incident to be investigated independently and within a fixed timeframe.

He requested a district-wise list of breached dams and embankments, along with a technical and administrative review by a high-level independent committee. He said the inquiry should establish the location, timing and cause of every breach, examine warnings issued before the incidents and assess the rescue response. He also demanded a review of funds allocated and spent on construction and maintenance during the past five years.

The MP asked the government to examine inspection reports that had declared embankments safe before the floods. Where a certified embankment later failed, he said the basis for the certification and the reasons for the breach should be clarified. Singh further called for an investigation into whether warnings from villagers or local representatives were acted on promptly.

If negligence, corruption, misappropriation, fraudulent payments, record tampering or criminal negligence were established, he said departmental and legal proceedings should follow rather than simple transfers. He also urged immediate safety inspections and continuous monitoring of vulnerable embankments. For people whose homes were destroyed or washed away, he demanded compensation and support through the Pradhan Mantri Awas Yojana.
