Bihar cabinet approves green hydrogen policy with 2031 production target
Bihar’s cabinet has approved a draft green hydrogen policy aimed at attracting about ₹16,000 crore in investment and creating roughly 12,000 direct and indirect jobs. The policy targets annual production of 100,000 tonnes by 2031, alongside electrolyser and renewable-energy capacity, while the cabinet also approved health, aviation and law-and-order measures.
The Bihar cabinet has approved the draft Bihar Green Hydrogen Policy, 2026, which aims to reduce carbon emissions, attract private investment and create jobs in the state. The decision was taken at a meeting chaired by Chief Minister Samrat Choudhary on Wednesday. Cabinet Secretariat Department additional chief secretary Arvind Kumar Chaudhary said the policy would promote production, consumption, market creation and electrolyser manufacturing across the green-hydrogen value chain.
The policy sets a target of producing 100,000 tonnes of green hydrogen annually by 2031. It also seeks to establish 1 gigawatt of electrolyser capacity and about 2.5 gigawatts of renewable-energy capacity through green-hydrogen and related projects. According to Chaudhary, Bihar expects the policy to attract approximately ₹16,000 crore in investment and generate around 12,000 direct and indirect jobs.
The Bihar Renewable Energy Development Agency has been designated as the nodal agency for implementation. The policy is intended to support decarbonisation and reduce dependence on imported natural gas. Chaudhary said similar policies had been introduced in other states and referred to the National Green Hydrogen Mission launched by the central government in 2023.
The cabinet also approved a reduction in the value-added tax on Aviation Turbine Fuel at airports receiving Regional Connectivity Scheme concessions. The rate will fall from one per cent to zero, a measure the government expects to support more regional flights and the state economy. Administrative posts were approved for two universities: 34 positions for Dr Syama Prasad Mookerjee Artificial Intelligence and Computer Science University in Bhagalpur and 34 for Shaheed Jubba Sahni University of Architecture and Civil Engineering in Muzaffarpur.
The cabinet approved 35 contractual posts for the Buddha Samyak Darshan Museum-cum-Memorial Stupa, Vaishali, and museums in the state, for up to 11 months or until regular appointments are made. It also approved the Mukhya Mantri Hemophilia Yojana. Officials said 255 patients in Bihar would benefit, with the scheme providing the drug Emicizumab to reduce uncontrolled bleeding and related complications.
For law-and-order duties, the cabinet approved 30 water cannons at ₹88 lakh each and 86 Vajra vehicles at ₹42 lakh each, costing ₹62.52 crore in total. The vehicles will be used for crowd control, emergencies, festivals, rallies and other security situations.
