Human rights group seeks review of Gyanesh Kumar’s IDEA role

The Kerala committee of the Indian Human Rights Movement has asked the International Institute for Democracy and Electoral Assistance to review and remove Chief Election Commissioner Gyanesh Kumar from his role as India’s chair or representative in the organisation. Kumar to be replaced or for another measure permitted under the organisation’s rules while an independent review was conducted. India assumed the chairmanship of International IDEA’s Council of Member Countries for 2026, with Kumar serving as chair in his capacity as India’s representative. The group said the person exercising that role should be beyond serious and credible questions about the integrity, independence and impartiality of electoral administration.

The letter said Kumar’s record as Chief Election Commissioner had become the subject of what it called serious documented controversy. It argued that the issue should not be treated simply as political criticism by opposition parties or civil society organisations. Pulludan said International IDEA needed to protect its institutional credibility.

He framed the request as a question about whether an election administrator facing serious questions should simultaneously lead an intergovernmental organisation focused on democracy and electoral assistance. The organisation was also urged to prevent Kumar from participating in, influencing or presiding over deliberations concerning his own position. The group said this was necessary to avoid concerns about a conflict of interest or procedural unfairness.

The letter further asked International IDEA to consider creating an independent international electoral integrity observation or assessment mechanism for India, in consultation with relevant Indian stakeholders and in line with its mandate and procedures.
