Ukraine to seek US sanctions on Russian satellite suppliers and ships

Ukraine plans to present the Trump administration and Congress with a list of Russian companies, vessels and individuals it wants targeted under a new US sanctions law. Denys Sienik, chargé d’affaires at Ukraine’s embassy in Washington, said Kyiv would submit the list this week. The United States must decide by October 18 which Russian entities, if any, will be sanctioned under the Lindsey O.

Graham Sanctioning Russia and Iran Act. President Donald Trump signed the law on September 18. Sienik said Ukraine’s main priority was several Russian companies producing components for a planned satellite internet system similar to Starlink.

The principal company establishing the network is already under US sanctions, he said, but other companies making components have not been targeted. Sienik argued that completion of Russia’s satellite constellation could give Moscow real-time information for attacks against Ukraine, with potential consequences during the coming winter. Ukraine is also seeking access to Starlink services inside Russia so that it can pursue targets there, according to Sienik.

The diplomat did not specify how such access would be secured. Another Ukrainian request concerns vessels believed to form part of Russia’s “ghost fleet”. Sienik said tougher measures were needed against ships used to circumvent restrictions on Russian oil sales.

In addition to sanctions, Ukraine wants the US administration and American industry to condemn alleged Russian attacks on US companies operating on Ukrainian territory. Ukraine’s government is seeking measures aimed at technology suppliers and maritime networks that it says support Russia’s war-related capabilities or help it evade restrictions.
