Rivers lawmakers received constituency funds during emergency rule, assembly member says

Rivers State lawmaker Justina Emeji says members of the state assembly received funds for constituency projects during the six-month emergency rule. She made the disclosure while commissioning a town hall in Emohua, where she also announced seven other projects and donated N30m to 150 residents.
Members of the 10th Rivers State House of Assembly received funds for constituency projects during the state’s six-month emergency rule, Deputy Chief Whip Justina Emeji has said. Emeji made the disclosure on Thursday while commissioning the Echonwere Royal Hall in Okporowo Ogbakiri, Emohua Local Government Area. She said the funds were provided by Vice Admiral Ibok-Ete Ibas (retd.), who was appointed administrator of the state during the emergency period.
“The fund was given to us for constituency projects during the Emergency Rule,” Emeji said. She added that the Speaker had encouraged lawmakers to use the money to deliver projects that would benefit their constituents. Emeji, who represents Emohua Constituency, said she had assessed local needs and consulted residents across the local government area’s 14 wards.
She said seven other projects were under way, including a corps members’ lodge at Oduoha Ogbakiri, a market at Isiodu Emohua and classroom blocks in Ibaa, Egbeda and Ovogo. Other projects listed by the lawmaker include teachers’ quarters at Akpabu. She also announced a N30m empowerment fund for 150 beneficiaries drawn from the 14 wards.
Assembly Speaker Martin Amaewhule congratulated Emeji and said the town hall was among projects she had nominated after consulting her constituents. He described identifying and addressing constituents’ needs as a core legislative responsibility. Amaewhule said the assembly expected more constituency projects to be completed before the end of its tenure and the 2027 general elections.
He also urged Rivers voters to support President Bola Tinubu, the state’s All Progressives Congress governorship candidate Kingsley Chinda and other candidates backed by the coalition led by Nyesom Wike. Tinubu declared emergency rule in Rivers in March 2025 amid a political crisis, suspending Governor Siminalayi Fubara, his deputy and elected assembly members. Ibas was appointed to administer the state.
